OPM's 10-Point Hispanic Program Plan
(1) Encourage managers to recruit widely for positions at all levels of the federal work force, including the GS-13 to 15 and senior executive service levels;
(2) promote recruitment for positions covered by the Luevano consent decree, which provided for a special hiring authority at the GS-5 to GS-7 levels, under the Bilingual/Bicultural and Outstanding Scholar programs;
(3) nurture academic relationships with institutions that are part of the Hispanic Association of Colleges and Universities;
(4) establish an internship program to provide career opportunities for college graduates and other applicants who would start at the GS-5 to 7 levels;
(5) reach out to Hispanic students by providing opportunities to participate in internship and student employment programs;
(6) ensure that Hispanic employees receive full consideration for developmental opportunities to enhance their leadership skills and for career advancement;
(7) designate Hispanic employment program managers to oversee and implement these efforts;
(8) establish mechanisms to monitor monthly the success in reaching out to the Hispanic community, recruiting qualified Hispanic applicants and providing leadership training to employees;
(9) provide an annual budget for recruitment information and outreach activities and
(10) raise awareness among agency supervisors of their responsibilities in ensuring a diverse work force.
