SEPULVEDA HOPES TO INCREASE HISPANICS IN SENIOR EXECUTIVE SERVICE
John Sepulveda, the new Deputy Director of the Office of Personnel
Management, told attendees at the 1998 Executive Leadership Development
Conference that he would like to see leaders and Senior Executives of all
federal agencies work to increase Hispanic representation in the federal
government.
Sepulveda, the first Hispanic to appointed deputy director, said that
following this summer's Hispanic Federal Executive Summit that OPM and the
Department of Energy requested members of the President's Management
Council to consider six guidelines for increasing Hispanics among the
Senior Executive Service. Those guidelines included the following:
To establish clear and measurable administration goals;
To provide a visible leadership commitment to results;
To ensure that agencies institutionalize improvements in agency executive
resource management mechanisms and practices;
To collect and disseminate data to monitor agency performance;
To establish reporting and accountability mechanisms
And to share successes and best practices
"The consideration of these six recommendations by the PMC is an important
step towards improving the representation of Hispanics in the Senior
Executive Service and in the federal workforce as a whole," Sepulveda said.
